Government and Politics


The Republic of Kaduar operates under a parliamentary system with a constitution, with the Prime Minister deriving legitimacy and accountability to the legislative assembly, the Senate of the Kaduan republic. The Senate's authority is derived from the prestige and skill of it's Senators, preferring to balance a meritocratic system with the aristocratic elite of the republic. The legislature is then passed on to elected magistrates of individual towns and cities within the republic, consequently followed to the letter.

That in mind, the status of Kaduan citizenship is limited and a prerequisite to legal and political rights within the Republic such as judiciary functions, the ability to vote and hold office. Not all rights are available to every citizen, and citizenship is earned by meritocratic practices (such as service in the military) rather than given at birth. Citizens of the Kaduan republic elected representatives into assemblies, and the assemblies then consequently elected the magistrates of the republic. Only citizens of the Kaduan republic residing within Arnith are allowed to elect representatives into the assembly (The Assembly of Arnith) that would elect the senators of the republic. The fastest way to become a Kaduan citizen is to decapitate one of the green adult dragons that plague the Kaduan republic, within the borders of the republic. There has yet to be a single person to do this, but such a feat will award you full legal and political rights within the republic, instantly validated without need for census.

These assemblies are also granted judiciary powers by the Kaduan republic, allowing cases to be judged by the people, and the highest court of appeal is the Assembly of Arnith. Only the Assembly of Arnith could elect magistrates with the power to command armies, elect senators of the republic, vote to declare war, and ratify the results of a census. All decisions by other assemblies are subject to ratification by the Assembly of Arnith, making Arnith the focal point of political power in the Kaduan republic.

Executive powers are given to the individual magistrates of the towns and cities of the Kaduan republic, and each magistrate is given a specific degree of rank and power according to the wealth, size and prestige of the town or city they are in control of, allowing magistrates to draw resources from the republic proportional to the importance of their territories and veto lesser magistrates.

Each magistrate also held two constitutional powers, as well as checks on their executive powers. Both constitutional powers are only conferred by the Senate, and consequently only by the people of Arnith. The first power is the authority to command a military force and the second power is the authority to maintain public order by force. As a check to both powers, magistrates are subject to habeas corpus, allowing citizens to appeal decisions of the magistrate to an assembly. In addition, magistrates have to wait ten years after their term of office have expired before being able to serve again.

The consuls of the Kaduan Republic were the highest ranking ordinary magistrates; each consul served for one year. Consuls had supreme power in both civil and military matters. While abroad, each consul would command an army. His authority abroad would be nearly absolute. Praetors administered civil law and commanded provincial armies. Every five years, two censors were elected for an 18 month term. During their term in office, the two censors would conduct a census. During the census, they could enroll citizens in the senate, or purge them from the senate. Aediles were officers elected to conduct domestic affairs in Arnith, such as managing public games and shows. The quaestors would usually assist the consuls in Arnith, and the governors in the provinces. Their duties were often financial.

In times of military emergency, a dictator would be appointed for as long as it took to end the current war. Constitutional government would be dissolved, and the dictator would be the absolute master of the state. When the dictator's term ended, constitutional government would be restored. There has not been a dictator of the Kaduan republic for over a millennia, since Helena Delacanth the Red during the war between the Kaduan republic and Akellon.
